Bellevue Rotary seeking Middle School Teacher Nominations for Teacher of the Year Award

The Bellevue Rotary Club’s "Teacher of the Year Award" pays tribute to a Bellevue School District teacher who has demonstrated outstanding performance, motivated students or teachers to improve the levels of excellence in their performance, exhibited high ethical standards and public values, and set a good example for others to follow. Each year, award recipients will be honored for service above self in conducting the duties of the job, exemplifying an ethic of community service above and beyond the call of duty on the job, and exemplifying vocational excellence and the highest ethical standards in conducting the duties of the job.

The BRC "Teacher of the Year" will be recognized with a monetary award of $1,000 for use in the classroom. The award will be given on an annual basis, rotating between high school, middle school, and elementary school teachers, beginning in 2011 with high school teachers. This year’s 2012 award will go to a middle school teacher. The BRC Vocational Award Committee members will select the award winner from nominations, based on one or more of the following criteria:

1. The degree to which the teacher demonstrates inspired teaching and a level of excellence in the profession that makes them stand out amongst their peers.

2. The degree to which the teacher strives to maintain mastery of their subjects.

3. The degree to which the teacher demonstrates the importance of lifelong learning through his/her own intellectual growth, thereby depicting the role of what an educator should be.

4. The extent to which the teacher has high expectations of students and communicates those expectations effectively.

5. The extent to which the teacher treats students as individuals -- constantly searching for their unique characteristics, communicating confidence in their ability to achieve, understanding and providing for their individual needs and aspirations.

6. The teacher’s success in motivating students through carefully planned assignments, and by analyzing the student’s progress and effectively communicating the results in a manner which encourages their further improvement.

7. The teacher’s success in creating a positive climate for learning through classroom management that is fair, firm, and consistent, and through an appropriate regard for the importance of an attractive and pleasant physical environment.

8. The degree to which the teacher works cooperatively with fellow teachers, supervisors and administrators in a continuing effort to improve the school.

9. The degree to which the teacher works cooperatively with parents, understanding the important role parents play in the development of the student and in the ultimate success of the educational process.

10. The degree to which the teacher provides a positive role model for the students.

11. The degree to which the teacher reflects the best characteristics for a teacher in Bellevue.

12. The degree to which the teacher is involved in extracurricular school and/or community activities. The support which that teacher provides to the school and/or community is important not only to that effort, but provides a model for others to emulate.

Despite the recent state Supreme Court ruling about public education funding, the legislature is poised to make deeper cuts and try to take over all control of your health benefits.


What we need from you is simple, but the issue is not!

Talking Points on Attempted State Takeover of Health Benefits

Current System for BEA Employees:

· Each local district negotiates health care plans with their Association or designated insurance committee. A variety of plans are offered through Premera and Group Health.

· Administration of these plans is handled by the broker, not the district or the State.

· Local bargaining determines who is eligible for coverage, whether coverage is pro-rated, and how the insurance pool is distributed. In Bellevue, there is one million dollars of local money in the pool.

· The State provides $768 per month per full-time employee. Our K-12 members receive as good or better benefits than what State employees receive.

· Out of pocket costs can be reduced through local bargaining and local monies.

· Local plans can change if benefits and/or services are unsatisfactory to members.

· In Bellevue, the district pays for the retiree subsidy charged by the Health Care Authority.



Changes and Risks for BEA Employees with a State Takeover of Health Benefits:

Ø All BEA employees would be required to participate in State-chosen plans.

Ø A State takeover would cost more than $21 million to taxpayers and over $25 million to K-12 employees through higher costs, fees, and premiums.

Ø Local districts and employees would bear the burden of cost increases in the future.

Ø Those working less than half-time (.5 FTE) would NOT be eligible for medical benefits.

Ø Benefits and premiums would be determined at the State level.

Ø Creates a State monopoly with one insurance carrier for all K-12 employees and removes all advantages of competition between the insurance carriers.

Ø Removes employee health benefits from collective bargaining and transfers all decision-making to the Health Care Authority (HCA).

Ø Subjects BEA employees to poor customer service for claims – HCA has a 9-month backlog in unpaid claims; HCA illegally denied emergency room care to Medicaid patients; HCA’s cost-cutting practices were exposed by the Seattle Times.

Ø Adding 100,000 new enrollees to an already inefficient system would just make things worse and result in dismal customer service.


Since 1995, K-12 employees have had the opportunity to enroll in the State health care plan. Less than one percent made that choice. Why? The State health care plan is more expensive, less efficient, less effective, and provides fewer choices for employees.
